Official Statement

Incumbent Ballot Statement

For more than 40 years, I have dedicated my life to serving the community where I was fortunate to raise my three children and now enjoy spending time with my two grandchildren. I have proudly served Capitola as a City Council Member, Vice Mayor, and Mayor in 2025.

My career in law enforcement has prepared me to serve our community with integrity and leadership. I am a retired Santa Cruz County Sheriff's Sergeant and have served as a K-9 Officer, School Resource Officer, SWAT Team Member, Hostage Negotiator, Superior Court Supervisor, Search and Rescue Supervisor, and Director of Police Services at Cabrillo College. My education includes studies at Cabrillo College, West Valley College, California State University Long Beach, and the Sherman Block Leadership Institute.

Capitola continues to face challenges from state housing mandates that limit local decision-making. I believe we must work to restore local control while protecting our neighborhoods, preserving our financial stability, and maintaining Capitola's unique seaside character. I am also committed to strengthening public safety and improving our city streets and infrastructure.

I respectfully ask for your vote on November 3.

Joe Clarke
